history.Northrop Grumman Defense Systems is seeking a highly
qualified International Trade Compliance Manager 1 to join the NGDS
International Trade Compliance (ITC) team for oversight of a
portfolio of programs within the ArmamentSystems Operating Unit.
This position reports to the Armament Systems Operating Unit ITC
Manager and will be located in Mesa, AZ and must be able to work
on-site .Responsibilities:
- Develops licensing strategies, export authorizations, training,
and guidance based upon knowledge of the U.S. export regulations
and implementation of Northrop Grumman policies and procedures
- Serves as the Empowered Official for transactional compliance
with export regulations, license preparation and processing, and
the use of exemptions and exceptions in lieu of licensing for
business areas
- Creates, reviews, and signs export and import license and
agreement applications in compliance with applicable U.S.
government laws and regulations - US Department of State and US
Department of Commerce
- Ensures compliance with business processes for submitting to
and obtaining from the U.S. government all necessary export and
import licenses, permits, and certifications
- Executes operational processes for assuring trade compliance
through gate reviews of technical data, foreign travel, foreign
visits, and export and import shipments
- Responsible for commodity jurisdiction and classification
determinations
- Maintains awareness of changing export control laws and
regulations and provides analysis regarding applicability and
impact to company products and technologies, as well as existing
company export policies and procedures
- Serves as a subject matter expert to support training and
education on export related matters
- As an integral member of Export Import Management team, may
perform other duties on a collateral basis as assigned by their
Manager, to include leading various Northrop Grumman process
improvement projects
- Supports law department in investigating and resolving
compliance problems, questions, or complaints
- Maintains applicable trade compliance records in accordance
with regulatory requirementsQualifications - External Basic
Qualifications:
- Must have one of the following:
- High School Diploma or GED with a minimum of 10 years of Trade
Compliance, Contracts, Legal or Compliance related experience
- Bachelor's degree in business, finance, or related discipline
with a minimum of 6 years of international trade compliance
experience
- Master's degree in business, finance, or related discipline
with a minimum of 4 years of international trade compliance
experience
- Proficiency in the ITAR, EAR and regulatory changes associated
with Export Control Reform
- Must have or be able to obtain and maintain a U.S. Department
of Defense (DoD) Secret security clearance
- Experience in effectively applying U.S. Government regulatory
requirements in complex scenarios, analyzing and solving complex
problems
- Must be able to work on-site in Mesa, AZ
- Must be able to travel as needed (up to 10% of the
time)Preferred Qualifications:
- Graduate degree in a relevant field of study
- Ability to be an independent thought leader for the function
and work effectively as part of a highly integrated leadership
team
- Effective communication and interpersonal skills
- Knowledge of Northrop Grumman products and services
- Experience in training large, diverse groups on various export
related issues matters
- Able to obtain DoD security clearance, as required Salary
Range: $89,800 USD - $134,800 USD Employees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
addition, Northrop Grumman provides a variety of benefits including
