Summary

These positions are located on a Forest Service unit, where the incumbent serves as a Recreation Management Specialist. Responsibilities include planning, programming, and executing work plans and projects for wilderness, recreation, trails, special uses, and other related programs in Region 3.

Responsibilities

  • Oversee the unit's wilderness, recreation, trails, special uses, and other related programs budget and coordinates with other staff groups.
  • Strategize, develop, and review proposals for new projects, or proposed revisions of existing plans or activities.
  • Provide expertise and advice in assessing current recreation use, type, and standards, and in long-range planning, maintenance, and operation of recreation facilities and trails.
  • Review and monitor recreation, wilderness and related land management activities and recommends ways to achieve goals/objectives.
  • Provide expert advice in the administration of wilderness, recreation, trails, special uses programs and management activities.
  • Communicate program information to the public regarding agency, management practices, rules, and regulations relating to wilderness, trails, specials uses, recreation and related programs.
  • Provide technical and administrative supervision to subordinate employees.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the date the certificate of eligible candidates is issued. Specialized Experience Requirement:

For the GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as one or more of the following: Participate in surveys and studies of wilderness areas, recreation facilities, trails; process special use applications by coordinating with the applicant and monitoring the authorized activity; perform inspection of wilderness and recreation special uses, administer special use authorizations for outfitter and guides and recreation events; ORa master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if directly related to the work of this position; ORa combination of specialized experience and graduate education described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as one or more of the following: Provide program input into a natural resources management planning process for work plans on wilderness, trails and special uses activities; participate in the development of long and short-range plans of wilderness, trails, special uses and recreation resources for agency guidelines and direction; communicate agency management practices, rules, and regulations to the public for education on wilderness, trails, special uses and recreation activities; ORa Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; ORan appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
