The individual will implement the industrial security program and ensure security requirements are met for the MDH facilities and program office.The FSO will interface with Defense Counterintelligence and Security Agency (DCSA) on security clearance matters, rulings, and interpretations of the National Industrial Security Program Operating Manual (NISPOM) and execution of all assigned classified contracts to ensure the protection of sensitive and proprietary information, assets and employees.DUTIES AND RESPONSIBILITIES include the following.* Facility Security Officer for MD and acts as the designated representative to the Defense Counterintelligence and Security Agency (DCSA) and government program security management.* Responsible for implementation, execution, and policy oversight of a comprehensive security program on behalf of the company. Duties include developing and administering security programs and procedures for classified and Controlled Unclassified Information (CUI) information/materials in compliance with Intelligence Community Directives (ICD), 32 CFR Part 117 - National Industrial Security Program Operational Manual (NISPOM), US Army and DCSA security directives, DoDI 5200.48, and National Security Agency (NSA) Manual 3-16.* Maintain an effective security program consistent with all regulatory and government policies and lead all aspects of the company's National Industrial Security Program (NISP), both physical and non-tangible, protecting classified information, sensitive information, and company assets.* Serve as the company's trusted resource and expert on security programs while collaborating with functional organizations to solve complex challenges internal and external to the company.* Responsible for providing Industrial Security guidance to MDH senior management and cleared MDH off sites.* Serves as the focal point for MDH for any Security Assessments conducted by government agencies.* Maintain Facility Clearance (FCL) for MDH through close coordination with DCSA.* Manage appropriate government documentation for closed areas storing information and computer systems at the classified level.* Review, coordinate, update, and communicate revisions to security program governance documentation e.g. policies, procedures, and Standard Practice (SP) manuals.* Assist the compliance department with International Traffic in Arms Regulations documentation.* Review and update Technology Control Plan (TCP) for foreign visitors as required.* Maintain an accurate accounting of MDH personnel in the Department of Defense security clearance system of record.* Support inspections/self-assessments in accordance with National, DOD, Service, Intelligence Community, and Corporate policies.* Conduct briefing/debriefing of individuals requiring access, as required.* Brief and authorize courier orders and cards for classified levels.* Maintain an ongoing security education program, e.g. design updates to annual online training, publish security awareness notices, and participate in Security Awareness venues.* Supports Counterintelligence and Insider Threat programs.* Participates in conducting investigations into security violations and provides guidance/implementation measures for spill remediation.* Understanding and experience with requirements for handling COMSEC.* Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related as required in DoD 32 CFR, Part 117.* Process outgoing visit authorizations for personnel assigned to contracts that require cleared access.* Communicate security requirements during proposal efforts.* Conduct reviews of and recommends modifications to DD Form.* Prepare DD-254 documentation and appropriate security guidance for subcontractors.* Prepare Facility Clearance (FCL) Sponsorship documentation for subcontractors requiring new FCLs.* Oversee and ensure compliance for classified meetings, document control, and international programs.* Other duties may be assigned.SUPERVISORY RESPONSIBILITIESNoneQualificationsSKILLS AND ABILITIES* Must be able to manage complex situations and make critical decisions regarding high-value programs.* Must possess a broad knowledge of the National Industrial Security Program rules, regulations, and procedures, including a working knowledge of SIMS, JPAS, DISS, NISS, and other industrial security-related databases.* Able to obtain and maintain a government-issued Secret Security Clearance.* Have completed NISP CSA Facility Security Officer (FSO) training or complete it within 6 months of employment.* Individual must be experienced in working in a dynamic work environment, supporting several tasks at once, with the potential for short deadlines.* Must have experience conducting threat assessments, internal audits, and inspections and creating processes of efficiency.* Experience in counterintelligence investigations with an emphasis on counter-proliferation, defense supply chains, and theft of defense intellectual property preferred.* Experience managing teams and effective liaison with federal law enforcement agencies.* Must be able to travel.* Must be able to respond to alarms after hours.* Excellent communication and team skills.* Proficient in Microsoft Office Suite, including Word, Excel, and PowerPoint.* Regular attendance is required* The ability to understand and follow instructions and the ability to concentrate is required.* The ability to get along with others or to be part of a team.* Access to Export Control Information.EDUCATION and/or EXPERIENCE* Bachelor's degree (B. S.) from a four-year college or university; and a minimum of 5-7 years of work-related experience and/or training; or equivalent combination of education and experience.* Experience working with a cleared defense contractor or USG program security experience required.* This job description in no way states or implies that these are the only duties to be performed by the employee(s) incumbent in this position.
